A Tropical Storm was identified at 11:00 p.m. EDT on Sunday, Oct. 23, 2011 after reaching sustained winds of 40 miles per hour at a location in the northwestern Caribbean Sea about 115 miles northeast of the Nicaragua-Honduras border off Central America. It was given the name Tropical Storm Rina by the U.S. National Weather Service Hurricane Center as it moved to the northwest toward Mexico.
